2007 ATSI Case Study: U.S. Department of Labor, Job Corps

ATSI currently provides comprehensive services to the U.S. Department of Labor’s Job Corps program from outreach and admissions to center operations contracting and career transition services. With more than 55 years of Job Corps experience, ATSI corporate staff members understand Job Corps from an insider’s perspective.

Below are some of ATSI’s accomplishments for the Job Corps program:

  • ATSI assists approximately 40 young adults in entering the workforce on a monthly basis.
  • For five years, ATSI has maintained a past effectiveness rating of 19 out of the 20 points possible for transitional services in Tennessee and Mississippi.
  • Through outreach efforts, ATSI raised the on-board strength (OBS), number of students enrolled in the program, of the Detroit Job Corps Center by 33 percent.
  • The spring 2006 Outcome Measurement System Report ranks ATSI’s OA efforts in Detroit 12th in the nation, with a 98.9 percent rating.
  • Since being awarded the contract to operate the Detroit Job Corps Center, ATSI has more than doubled the center’s past effectiveness score, bringing it from 5.46 to 14.13 out of the 20 possible points (spring 2006).
  • The overall performance ranking of the Cleveland Job Corps Center went from last in the nation to a high of 41st under ATSI’s leadership.
  • ATSI improved Detroit Job Corps Center's vocational program rating from 88.6 percent to 106.1 percent. Likewise, HSD/GED outcomes had an overall rating of 82.1 percent and under ATSI’s guidance outcomes soared to 131.7 percent, according to the spring 2006 report.
  • ATSI’s Contractor Performance Evaluation Report score for Cleveland increased from 10.14 in 2002 to a score of 16.33 out of 20 possible points as shown in the spring 2006 report.
