Clark V. Hayes

Hayes joined ATSI in 2000 as CEO and became the company’s sole owner in 2005. He began his career at the Shreveport Job Corps Center, Shreveport, La., in 1981 and most recently acted as center director for the Detroit Job Corps Center, Detroit, Mich. Hayes has also served as center director at the Joliet Job Corps Center, Joliet, Ill.

While acting as center director at the Joliet Job Corps Center, Hayes led the center in becoming one of the most highly ranked facilities in the nation.

Hayes has served on numerous workgroups for the National Office of Job Corps, including the Social Skills Curriculum Development Project, where he worked with a team to create the new Social Skills Training (SST) Curriculum that is currently in use in Job Corps.

Hayes has gained respect and acknowledgement and received numerous awards from his peers, the community, members of Congress and the U.S. Department of Labor throughout his more than 20-year tenure with Job Corps.

During his career, Hayes has developed expertise in a number of areas including dynamic team building, policy development, strategic planning and continuous training.

Hayes serves on the Workforce Investment Board for the Cleveland Youth Council and is active in the Federation for Community Planning. Hayes was regional vice president for Global Associates, a government contractor now known as Career Systems Development Corporation, originally headquartered in Ervin, California.
